The UAE is moving from PDF and paper invoices to structured electronic invoices exchanged through a Peppol-based “five-corner” network. Each business-to-business and business-to-government invoice will be sent in a structured XML format through an Accredited Service Provider (ASP), and the tax data reported to the FTA in near real time. A PDF by e-mail will no longer count as a tax invoice.

A pilot with selected businesses runs in the second half of 2026. Voluntary early adoption is possible.
What changes for you
- Every invoice and credit note needs complete, structured data: buyer TRN, item descriptions, tax category, totals in a fixed format.
- Your accounting software must connect to your ASP — directly or through an integration.
- Invoices are exchanged and reported within strict time limits; system failures must be notified.
- Penalties apply for not implementing on time (AED 5,000 per month or part of a month), late transmission and missing notifications.

Frequently asked questions
Does e-invoicing apply to small businesses?
Yes. Businesses with revenue below AED 50 million have a later deadline — appoint an ASP by 31 March 2027 and go live on 1 July 2027 — but the obligation is the same.
Is a PDF invoice an e-invoice?
No. Under the UAE system an e-invoice is a structured data file exchanged through Accredited Service Providers. PDFs and scanned invoices will not meet the requirement once you are in scope.
What is an ASP?
An Accredited Service Provider is a company approved by the Ministry of Finance to exchange e-invoices between businesses and report the data to the FTA. Every business in scope must appoint one.
